The Challenge
The tender window is fixed; the sheet count is not. When counting valves, in-line items and instruments off every P&ID runs past the estimate deadline, the bulks get factored off historical norms and the gap closed with an allowance — and allowances either lose the job on price or eat the margin after award.
Between IFD, IFR, IFC and as-built the package reissues dozens of times, and the deltas are found by eye on a PDF overlay. A delta you miss is rework you absorb; a client change you catch late is a variation you argue without the revision evidence to price it.
A brownfield client hands over decades of scans, superseded revisions and no reliable tag register. Revamp scope gets priced off a walkdown sample, and on a lump-sum job everything the sample missed is growth you either qualified out of the bid or absorb in the field.
Final acceptance and the back end of your retention sit behind the turnover packages — as-builts, line lists, tag registers, certification — assembled at close-out by a team already demobilizing. They ship as thousands of PDFs with no tag-to-drawing traceability, and the owner's review drags for months.
An EPC counts the same drawing set four times. Estimating counts it at bid. Procurement counts it again to raise requisitions and size the bulk buys. The change team reconciles it when the client moves a nozzle. Handover assembles it into a turnover dossier at close-out. Each pass rebuilds the structure the last one already built, then throws it away — four spreadsheets, and four versions of the truth about a single line number.
